They scoop up the sludge on the bottom of the lake and throw it on top of the floating reed. The roots of the plants growing on the reeds basically just take their nutrients through the water and don't have to develop large root systems to do so. The great advantage of such a system is that the islands are portable. One can move the islands around as necessary or convenient. This is a great idea for not only covering up any lake that might otherwise evaporate too much water, but simultaneously making use of the covering involved. Searching for links and pics, it looks like the Mexican islands don't float at all. Strange, since the documentary clearly saw someone moving one around. The only truly moving islands i was able to find were in lake Titicaca, 42 of them left today.
