1) He has lots of ponds. Some are deep. Some are shallow. In the shallow ponds, he puts lots of rocks. The rocks heat the water and the water evaporates. The air surrounding his farm becomes humid. He gets more morning dew than average.

2) Sepp plants no monocultures. Everything is a mix of lots and lots of things. And there is a strong focus on deep rooted plants. Deep rooted plants reach deep water sources and can transpire the water out of their leaves adding to the general humidity. Plus, there can be symbiosis between the deep rooted plant roots and fungi. And between the fungi and shallow rooted plants.

3) Terraces and hugelbeds do move and hold water when it rains - and then share it properly when it is dry.

4) Rocks, rocks and more rocks .... Rocks seem to be a major component in everything Sepp does. Rocks have a powerful thermal intertia ... If you stack a pile of rocks, air can move through the pile. And the rocks in the middle will be quite cool. If humid air moves through the pile, water will condense on the cooler rocks, thus creating a poor man's drip irrigation system.
[Rocks in water can also create thermal mass to stabilize water temperature to serve fish and environment.]

Heron's Fountain

Wikipedia: The fountain can spout (almost) as high above the upper container as the water falls from the basin into the lower container. For maximum effect, place the upper container as closely beneath the basin as possible and place the lower container a long way beneath both.

This means that if you have a stream at a certain altitude, you can run part of the water into a reservoir next to the stream and run another part of the water down to a catchment that's connected to the reservoir.
The sources i've seen do not mention what the ratio of water falling is to what's being pushed up but it appears to be near 1:1. This means that this would not only be a much more efficient way to force water upwards than a hydraulic ram pump [10:1], but (since the water can be pushed up as high as the water falls) it should be possible to push it up higher.
Now when siphoning water there appears to be an 11 meter limit to how far a tube van deviate from level; this could mean that a Heron's Fountain would only be able to raise water 11m; a hydraulic ram pump has no such limit (and pumps up water 10 x higher than it has fallen), nor does a hydraulic ram pump require the catchment to be cylicly emptied and can run continuously.
Having said that, there may be cases in which resources or conditions make a Heron's Fountain an alternative to the hydraulic ram pump, particularly considering Green Power Science's video explaining how to make one in 2 minutes for $ 3.
